Introduction
In February 2006, HMIE published its landmark report Improving Scottish Education 2002-2005.
The report provided a 'state of the nation' overview of Scottish Education. It identified the strengths and areas
for development in the system, set an agenda for improvement and has since informed the development of national and
local policy.
This second Improving Scottish Education report provides an updated overview of Scottish education for the
period 2005-2008. It covers an even more comprehensive range of sectors of Scottish education and other services
for children than its predecessor. In addition to pre-school, primary, secondary and special schools, colleges and
community learning and development, the report covers the educational functions of local authorities, including
educational psychology services, prison learning, skills and employability and child protection services in local
authority areas.
In the same way as the first Improving Scottish Education, this report draws on findings across all sectors
of the inspection and review programmes, aspect inspection tasks and HMIE's wider knowledge of the education system
as gathered through liaison activities, engagement with research and activities in other inspection contexts.
