The evaluations made in this report are based on evidence from the inspection of 108 modern languages departments in secondary schools during the period 1994-98, which is a 25% sample of schools; and from inspections of 42 primary schools in 1996-98 to monitor the implementation of Modern Languages in the Primary School.
The report starts with a summary of key strengths and points for action in foreign language teaching in primary and secondary schools. Chapter 1 provides an evaluation of the introduction of a foreign language into the primary school curriculum.
